PARIS: The Ancestor of the Modern Matrix
Participant, Accountable, Review required, Input required, Sign-off required. One of the earliest responsibility assignment matrices, and a window onto where the whole family came from.

PARIS is an early responsibility assignment matrix whose five roles, Participant, Accountable, Review required, Input required, and Sign-off required, already contain most of the ideas the modern family would later refine. It predates RACI’s dominance and descends from the Linear Responsibility Chart of 1950s industrial engineering. You will rarely choose it for new work: RACI is cleaner for ordinary delivery, and the compliance variants handle review and sign-off with sharper definitions. Its real value today is as a teaching tool, because it shows that review and sign-off were baked into responsibility charting from the start, and that RACI won by simplifying a richer ancestor, not by adding to a simpler one.

What is striking about PARIS from a modern vantage point is how much it already contains. It has an accountable owner, an advisory input step, a review step, and a formal sign-off. Later matrices would take these same ideas and separate them more cleanly, but the raw material of the whole family is visible here.
Origin and history
PARIS is described in the standard references, including Wikipedia and CIO Wiki, as an early version of the responsibility assignment matrix. It predates the crystallization of RACI as the dominant form, and it belongs to the same lineage as the Linear Responsibility Chart (LRC), the 1950s industrial-engineering technique that first laid tasks against people in a grid and coded the cells by type of involvement. That lineage is why the responsibility assignment matrix is sometimes still called a linear responsibility chart today.
No single named author is reliably attached to PARIS, which is unsurprising for a tool of its era: like the LRC and like early “responsibility charting”, it was a practitioner technique that circulated and evolved rather than a branded framework with a founding paper. Its historical value is precisely that it shows the family’s ideas in an earlier, less-resolved state, before RACI stripped the matrix back to its four-role core and before the compliance variants added their gates back on.
Reading PARIS today is therefore a little like reading an early draft of RACI-VS: the review and sign-off instincts that regulated industries would later formalize are already present, just less sharply defined.
What problem it solves
PARIS set out to do what every matrix in this set does: remove ambiguity about who is on the hook for a piece of work. In its own time it solved that problem by bundling participation, ownership, review, input, and sign-off into a single scheme. That bundling was its strength and, ultimately, its weakness. It captured a rich picture of involvement, but it did not draw the crisp lines that later matrices found were worth drawing, notably the RACI distinction between doing (Responsible) and owning (Accountable), which PARIS does not make explicitly.
The lasting contribution of PARIS is conceptual rather than practical. It demonstrates that the review-and-sign-off idea, which many people assume is a modern compliance bolt-on, was baked into the responsibility matrix from very early on. The family did not start simple and grow controls; if anything, RACI was a simplification of richer ancestors like PARIS, and the compliance variants re-added a precision that the early matrices had gestured at all along.
When to choose it, and when not
In truth, you will rarely choose PARIS for new work today. It has been superseded: RACI is cleaner for ordinary delivery, and RACI-VS, PACSI, and RACIQ handle review and sign-off with sharper role definitions than PARIS offers. Its practical use now is mostly in legacy environments where it is already established and where switching costs outweigh the benefit of modernizing.
Where PARIS genuinely earns its place is as a teaching and orientation tool. If you want to understand why the family looks the way it does, PARIS is the article to read first, because it shows the unrefined form from which the others were carved. Choose it, in other words, for insight rather than for a live project.
Common pitfalls
- Treating PARIS as current best practice. It is a historical form. Using it on new work usually means accepting fuzzier roles than a modern variant would give you.
- Missing the doing-versus-owning gap. PARIS has Participant and Accountable but no explicit Responsible, so the single most valuable distinction in RACI is under-drawn. If you must use PARIS, watch that gap.
- Assuming an authoritative source exists. The provenance is genuinely old and diffuse. Do not present a precise inventor or founding date as established fact.

Reading across: the Author participates in producing the draft (P), the Editor and Subject Expert are Review required before it proceeds (R), the Department Head is Accountable throughout (A), and Compliance is Sign-off required before release (S). The same process in RACI-VS would separate the doer (Responsible) from the owner (Accountable) more explicitly and distinguish Verify from Sign-off more sharply, which is exactly the refinement the later matrix represents.
Where it sits in the family
PARIS is the historical root of the task family, standing behind RACI in the same way the Linear Responsibility Chart stands behind PARIS. Its review and sign-off instincts flow forward into RACI-VS, PACSI, and RACIQ, while its lack of a clean doing-versus-owning split is exactly what RACI fixed.
